Ignorance or just cruelity
Yesterday I was riding the metro. As I walked to the station i saw a man who had a motor dysfunction of some sort; he was constantly flinging his arms around, and walking awkwardly. As I walked by, a woman said something to the person in front of me, who basically said that what the man was doing was stupid. The person in front laughed. How can two random people, at least i think they were strangers, find that to be funny, and not offensive.

You are right to point this out. People are often unusually cruel to others, and more often than not this is out of cruelty.
